He passed at the junction with his lights clearly on, then when i caught back up, further on, his lights were off, I flashed my beams at him repeatedly, which he didn't notice, luckily the police car noticed my flashing, or saw him. They pulled over and had a word. Worryingly, he couldn't find the button for his window, and then seems to turn his fog light on too. As he pulled away the police car turned to follow him.
